If you're like me, you wash your hands with hot water. By the time your done, the water is just turning warm. So, the net effect is that you have caused the hot water heater to turn on, burning fuel with no tangible benefit. Washing with cold water saves energy.
There are also dish washing detergents specifically made for hard and cold water.
